1st, VCDGear is only un-wrapping the MPEG form the DAT track, it’s not doing any re-encoding. You’re left with (nearly) a copy of the original MPEG used in the authoring app. (I say nearly, because (S)VCDs use MODE2 so there could be some data errors).
